Tester should change the xml:lang value and the content
of p element to a language that current voice cannot
speak. In order for the test to pass, the processor
must report a language speaking failure, then either
change to a voice which can speak in the new language,
or ignore the content, or try to speak as if the content
were in the previous language. Manual = 'PLAT_DEP'.
